It sounds like the book is just a profile of a particular group in Portland from which she draws much broader conclusions.
ALthough I'm a bit confused by this passage from the SF Chronicle review: If you've ever walked in a major American city, you've doubtless been panhandled by a cadre of aggressive street kids in black leather and spiked chains. And you've probably wondered what exactly is going on with these kids, with their expensive tattoos and elaborate piercings, their knowingly ironic cardboard signs like "need $$ to foment revolution." Clearly, this is a different kind of homelessness than the mumbling old men searching the garbage for pizza crusts. Why aren't these high-functioning kids home in the suburbs, getting ready for the prom?
I actually don't really encounter that in my journeys to America's major cities. Maybe it's mostly a SF and Portland thing plus the Pit at Harvard (mentioned in the comments, I don't know it myself).
